In my book, The Hunger Games: Catching Fire, The setting takes place in a tyrannical dictated city where it is heavily armed with military weapons. The people working in the capital use these military weapons to punish the civilians if they break a law. The people living in the capital are extremely wealthy and they throw away food as if its junk while the civilians struggle to get food on the dinner table. "Peeta looks at the glass again and puts it together. 'You mean this will make me puke?' My prep team laughs hysterically. 'Of course, so you can keep eating,' says Octavia" If they weren't this filthy rich, then they would be blessed to be able to eat food like this, but they're all spoiled. This seems to be in the future, but they use whips and they have primary job sectors used in more than 80% of the city. Katniss is part of a poor family and she has to put food on the dinner table. She won the Hunger Games and gained the privilege to be able to stay in the capital and eat luxurious food, but she doesn't feel comfortable staying there. She knows what they're like in the capital and she knows how evil they are, so she's secretly trying to destroy the capital from the inside.
